It's next to an area that attracts some perverted people and superstitious people, but they don't get in people's way like in Manhattan or Seattle. It has a number of stores within 100 meters radius but most have bums sitting/standing next to the doors except an multinational import food market. DC smells like weed everywhere now, but I didn't smell it inside the building.
